Amplifying Voices of Teachers

TALIS — Teaching and Learning International Survey

TALIS is the world’s largest survey of school teachers and principals about learning environment, work conditions, and professional practices

Why TALIS

TALIS is coordinated by the Organisation for Economic Co-operation and Development (OECD) and explores a broad range of aspects related to teaching. In 2024, Ukraine joined the survey for the first time

The purpose of TALIS is to provide insights into how the teaching profession can be enhanced to support individual educators and the education system.

To accomplish this, the survey is conducted in 59 sites with the use of an anonymous questionnaire completed by teachers and school principals. The data collected is used exclusively for research and analytical purposes.

Project goal

Why is this needed?

“TALIS provides valuable insights into teachers’ perceptions of the status of their profession. The status of educators is defined by the extent to which they themselves feel their impact — namely, the contribution they make to students’ lives and the broader development of the teaching profession. TALIS serves as the voice of the teaching community. It is not for us to speak on behalf of teachers or to evaluate them; rather, we are conveying what they share about themselves and how they evaluate their own work.”

Andreas Schleicher

the Director of the OECD Directorate for Education and Skills, Special Advisor on Education Policy to the Secretary-General at the OECD

“This study is conducted not by the government alone, but by governmental institutions together with one of the largest independent educational communities, which has been amplifying the voices of educators for the past decade. EdCamp Ukraine has been officially recognized as the National Research Centre, and it is our mandate to advocate for this voice and continue to carry it forward for implementation. The data holds informational value, which must then be leveraged to drive transformation. And this depends on how all of us take advantage of this opportunity.”

Oleksandr Elkin

National Coordinator for TALIS in Ukraine, Head of the Board at EdCamp Ukraine NGO, PhD in Technical Sciences

“Shaping education policies without high-quality data is akin to ‘navigating in the darkness.’ While it may eventually lead to the goal, the path could turn out too long, and the resources used too much. In contrast, objective data enables educators and policymakers to design solutions that best address the challenges facing our education system, optimizing the use of available resources—a critical consideration given the current situation in our country.”

Tetiana Vakulenko

TALIS Advisor in Ukraine, the Director of the Ukrainian Center for Education Quality Assessment, PhD in Pedagogical Sciences, Associate Professor

“TALIS stands as one of the most large-scale, engaging, and the inspiring [educational research] projects. It is impossible to improve an education system or shape a new generation of teachers without clear information on how teachers live, how they work, and what challenges they face. This voice of the teaching community can only be heard through a large-scale, nationwide, and reliable study conducted in accordance with all research standards. I am convinced that TALIS will help us understand not only the professional challenges faced by teachers but also the broader societal context. After all, the well-being of teachers influences the future of society, its resilience, capacity for development, and ability to meet present-day civilizational challenges.”

Vil Bakirov

TALIS Ambassador in Ukraine, Rector (1998–2021) and Advisor to the Rector of V.N. Karazin Kharkiv National University, Doctor of Sociological Sciences, Professor

“The international study of the teaching profession, “Teach and Learn”, will help compare specific aspects of teaching across our and other educational systems, contributing to the development of necessary quality solutions in the field of education. The “Portrait of the Ukrainian teacher” has changed in the context of war, particularly due to increased psychological and workload pressures. Thanks to this study, we have the opportunity to understand who today’s educators are, what their needs and concerns are, and to dedicate sufficient attention to their initial training, working conditions, opportunities for professional development and growth, and the reduction of unnecessary responsibilities.”

Nadiia Leshchyk

TALIS Ambassador in Ukraine, Educational Ombudsperson of Ukraine
